Management Information Systems Manager

Josenoe Vargas serves as the Management Information Systems Manager (MIS) for the Lundquist Women, Infants, and Children (WIC) program, overseeing the WIC Information System Exchange (WISE) database, information systems operations, technology support, and data reporting across multiple sites. Josenoe’s strong technology-oriented background provides staff with the tools, training, and support to effectively serve participants.

Josenoe has contributed to many advancements within the organization through innovation and collaboration. Working with leadership, he identified operational needs and internal improvements through data reporting and analytics, enabling participant outreach strategies, operational improvements, and the adoption of new technologies and staff training to enhance service delivery.

Josenoe works closely with Lundquist WIC and the California Department of Public Health (CDPH) leadership, serving on the Data Users Committee and the WIC WISE Committee to identify statewide improvements, technology implementations, and analytics to enhance WIC participants’ experiences throughout California.

Josenoe’s background includes a Bachelor of Science in Industrial Technology and is currently pursuing his Master’s degree in Public Administration with a concentration in Healthcare Policy and Administration.

Outside of Lundquist WIC, Josenoe enjoys spending time with his family, tinkering with electronics and traveling.
